Never mind, turned out to be a corrupted project build that missed the file.
File exists in core
After a commit in https://www.drupal.org/project/drupal/issues/1705618 🐛 Double click prevention on form submission Fixed , which seems to have included the last patch, it is missing "misc/form-single-submit.js" file the commit is relying on.
Pretty much every page with a form reports 404 on misc/form-single-submit.js asset
Add misc/form-single-submit.js file to the core from the patch in https://www.drupal.org/project/drupal/issues/1705618#comment-15029798 🐛 Double click prevention on form submission Fixed
