Review page titles for consistency

Problem/Motivation

As part of 🐛 Page title should contextualize the local navigation Needs work , we're changing how the page titles work by default in Claro. In order to fully benefit from the change, we need to review page titles and make sure that they are consistent across the system. For example, the /admin/structure/types/manage/article page title is Edit Article content type instead of Article, which makes it inconsistent from the other tabs.

Review uses of #title that are used for one-off overrides and look for section titles that don't make sense.
