Changing powertagging field settings does not work and throws warnings

Problem/Motivation

Changing Powertagging field settings is impossible at the moment. The values are not retrieved properly:

Warning: Undefined array key "concepts_per_extraction" in Drupal\powertagging\Plugin\Field\FieldType\PowerTaggingTagsItem::fieldSettingsToConfigData()
Warning: Undefined array key "concepts_threshold" in Drupal\powertagging\Plugin\Field\FieldType\PowerTaggingTagsItem::fieldSettingsToConfigData()
Warning: Undefined array key "freeterms_per_extraction" in Drupal\powertagging\Plugin\Field\FieldType\PowerTaggingTagsItem::fieldSettingsToConfigData()
Warning: Undefined array key "freeterms_threshold" in Drupal\powertagging\Plugin\Field\FieldType\PowerTaggingTagsItem::fieldSettingsToConfigData()

Steps to reproduce

1. Create a powertagging field
2. Try to change the number of concepts per extraction
3. See the warnings, the field value is now null
