Update to file_mdm version 3 dependency

I have this issue as well. Can't update file_mdm as image_effects does not support v3.

This issue is already fixed in DEV by 🐛 [CI] Bump Drupal core req to ^10, fix test failures Fixed . Just have to wait for a release.

Can anyone say something about plans for the next release? When will that be? Any ideas already on that?

#7 after release of Drupal 10.2. Imagemagick needs to go first, then Image Effects.

New release 8.x-3.5 is out. Requires Drupal 10.1 as a minimum, and file_mdm 3. Earlier Drupal releases and file_mdm 2 are no longer supported.
