Add twig ddl() function (like kint())

HaykMelikyan → changed the visibility of the branch 3395357-add-twig-ddl to hidden.

Here is the patch that corrects the type declaration of the $env argument for us. It also adds print output while maintaining the existing functionality of storing logs in the database.
