Allow disabling regions per content type or per node

Hi Larowlan. By no means have I meant to the layout builder.

If you create a block you can filter in which content type or in which node it could appear or not.

What I am suggesting is to let users filter in which content type or in which node a region could appear or not.

If there are no visible blocks in a region then it should not show at all

As per #4 this should be possible if a region isn't outputting any blocks.

However, this entirely depends on your theme's page.html.twig, e.g olivero does {% if page.header...
