Allow start date to be optional

Problem/Motivation

In ✨ Allow end date to be optional Needs review we allow end date to be optional in DateRangeItem. But the start date is required and we should also allow it to be optional because this is a valid use case.

Proposed resolution

Make value(start date) in DateRangeItem optional, add validation constraint via configuration.

For full set of use case options I suppose we should have 4 radio options available here:

o Start date AND end date are required
o Start date OR end date is required
o Start date is required only
o End date is required only
