I am looking at the code, and I think your webform.settings.yml is out of sync because allowed_tags should always be defined. You should run drush webform-repair or go to /admin/structure/webform/config/advanced

Thanks jrockowitz, webform-repair fixed the underlying issue with missing/broken config so this patch isn't needed anymore.
