'Add field' link is not coming in manage field tab in content types

Steps to reproduce

  1. Install theme using composer command (composer require 'drupal/rover:^1.0') from info page of theme in Drupal 10.1.
  2. Go to 'admin/structure/types/manage/article/fields'
  3. You can see there is no 'Add field' link coming in page to add more fields.

Proposed resolution

'Add field' should be present.
