I'm interested in reaching out to the module maintainer, but I can't locate the 'contact' tab, and I'm experiencing difficulties adding comments to the issue.

The Contact tab can be disabled per user account. Even if your account would be confirmed, you could not see that tab when people disable it.
Anyway, accounts are confirmed after reviewing the created posts or comments; requests for getting the account confirmed are not included.

The way to reach out to a module maintainer is to create a public post in the module's issue queue.
If you experience any problems creating public posts or comments, comment in this issue, describing exactly the problem you experience, and we shall sort it out.

An issue is occurring when I attempt to leave comments on posts, displaying the message: "There was an issue with your form submission. Please wait for 108 seconds and then try once more."

My colleagues can access the "Maintainer Contact" tab without any issues, but when I try to access it, I'm receiving an "Access Denied" message for all the modules.

You get the "Please wait for X seconds and then try once more"-message if you type too fast (typically by copy-pasting the content, instead of typing bu hand).
Anyway, we don't want new users to be subject to too draconian anti-spam measures. I have conformed tiyr account.
Automatically closed - issue fixed for 2 weeks with no activity.
