Define a vision, values and goals

I've updated this issue with a draft vision, values and goals. Part of me wants to set a goal for stabilizing the number of sites using Comment Notify as it's steadily declined, but I think a lot of that is out of our control and is at the mercy of online trends towards people discussing content on social media platforms instead of websites.

I think this is a great vision and set of goals.

Regarding your thoughts in comment #3, maybe part of the goal could relate to promoting the open web where discussion happens in a decentralized way?

I like that aspiration! I've added it as a goal.
