Thanks for your patch! I don't think we should add this as a setting though, since the user 1 special behaviour is being phased out of Drupal core → . We are adding exclusion logic to a service in 🐛 Module breaks status messages added using JS Needs review , so once that lands you could decorate/override the service in your own project to add this behaviour.
