Inconsistent behaviour when adding a page to a book

It is sometimes possible to add a page to a book when using the 'Outline' tab, but when using the 'Book Outline' vertical tab an error is displayed.

To reproduce, first apply the core patch → from this issue 🐛 TypeError when adding book page Closed: duplicate and then follow the steps listed to reproduce the TypeError.
Having applied the patch, the TypeError will not occur and the book page will be added to the book.
However, if you follow the steps again and this time select the vertical tab 'Book Outline' on the right hand side and try to add the page to the book from there, the following error will be (correctly) displayed:

Error - You can only change the book outline for the published version of this content.

This behaviour is inconsistent and needs to be rectified.
