Problem/Motivation

We need to replace reroute_email logic from procedural style to plugin-manageable.
So we will able to use the module in different scenarios (like hook_mail_alter support, Drupal Symfony mailer support, etc.).

API changes

No API changes are expected. All previous configurations/steps should work properly after updating the module.

    We need to separate the creation of a reroute notification from the RerouteEmailHandlerPluginBase method "process" into a separate method, since in EmailAdjuster we will be able to set the notification at the postRender stage, not at the build stage.

    Updated MR and committed to a brand new 2.3.x branch.

    This branch is supposed to be a source for all new releases that support Drupal Symfony Mailer (for the latest D9 + D10 core).
