Problem/Motivation

the following file generates message " '@returns' tag is not defined." " in developing IDE
- core\modules\page_cache\src\StackMiddleware\PageCache.php

please see the attached correction.

    Can you provide more details for how you are seeing this?

    Wonder if there should be a rule for catching these, as there are about 60+ in core.

    I just encountered it, when debugging the page_cache module in Visual Studio Code. See attachment.
    (since I really do not understand why caching between authorized and anonymous users is so different).
    I am not sure which extension picks this up.

    I find more locations where core does not adhere to coder rules. Some day, I will report them.
