I am trying to upgrade

composer require drupal/core-recommended:10.1.0 drupal/core-composer-scaffold:10.1.0 drupal/core-project-message:10.1.0 --update-with-all-dependencies

But got this

Your requirements could not be resolved to an installable set of packages.
Problem 1
- Root composer.json requires drupal/business_rules ^2.0@beta -> satisfiable by drupal/business_rules[2.0.0-beta1].
- drupal/business_rules 2.0.0-beta1 requires drupal/core ^8 || ^9 -> found drupal/core[8.0.0-beta6, ..., 8.9.x-dev, 9.0.0-alpha1, ..., 9.5.x-dev] but it conflicts with your root composer.json require (10.0.0).

And applied below patch also incompatible with Drupal 10
