Field validation is triggered for fields which are not required

Problem/Motivation

Currently, when you add two RRN_NRN fields to a webform, and make the first one required but the second not. You get a validation error on the second field, even when you didn't fill it in.

Proposed resolution

The validation check should be skipped when the field is empty AND not required.
