Composer not installing 1.0.14 (only 1.0.13)

Thank you for reporting this.
I am wondering if this is an issue related to packagist or cdn or something. There is nothing different about the way 1.0.14 was released compared to 1.0.13.

As you can see here, dependabot bumped it from one version to the next just fine https://github.com/department-of-veterans-affairs/va.gov-cms/pull/15342

The other possibility is do you have config_views locked to a specific version that would prevent it from allowing an update to content_model_documentation 1.0.14 that requires config_views 2.1.1
