I have added two PHPUnit functional tests to the project, testPermissionsPage() verifies that an administrator can see the Workbench specific permissions at admin/people/permissions/module/workbench when the module is installed on a site.
The second test testWorkbenchPermissions() creates a custom content type, then gives a user access to edit that content type and access to the 'My Workbench' page and confirms they can see the Workbench menu options on that page.
