Is this module supposed to be used in a production environment?

Absolutely. Most of the settings you can probably verify on lower environments but the file permission is something you probably want to make sure is correct on production.

I added this line to the project page:

This module is meant to run in your production environment. You might choose to run it in other environments (if you have them), but some checks need to run in production to be effective.
