HTML markup issues in the description text displayed on the administration page

Problem/Motivation

The HTML markup of the text displayed in the administration page has issues.

1. There is an unnecessary </p> tag at the end of the text, causing a disruption in the HTML structure.
2. The quotation marks used in the href attribute are single quotation marks. It is specified in the coding standards to use double quotation marks.

Steps to reproduce

Access to flood control administration page (/admin/people/flood-unblock).

Proposed resolution

Fix the text and syntax.
