On 7 Sept 2023 I reached out to @gvso about this as he has helped with numerous other projects in the Social Auth ecosystem. Unfortunately he does not have enough privileges on this project to add other maintainers.
On 8 Sept 2023 I reached to @MaskyS and @neel24 via their drupal.org contact forms but have not heard back from either of them.

I am contacting you because Christopher ( https://www.drupal.org/u/wells → ) offered to maintain Social Auth Discord ( https://www.drupal.org/project/social_auth_discord → ), a project for which you are project owner and maintainer.
May you post a comment on https://www.drupal.org/project/projectownership/issues/3387061 → about accepting or declining the offer? Without a publicly visible comment posted in that issue in the next 14 days, Christopher will be probably made maintainer (and will have all the permissions on the project).
None of the current co-maintainers/maintainers will be removed from site moderators, nor will the project owner be changed. A maintainer cannot change the project owner.I am contacting all people with the explicit permission to administer co-maintainers/maintainers for that project. In this case, that is just you.

Ok so I've been through this process a number times now and I'm still a bit confused... after the initial 14 day waiting period and moving to this queue, we need to wait another 14 days?

Ok -- I see that more clearly in the documentation now.
How is "active" determined for these cases? The term is used a lot in the documentation but not really defined. E.g. @MaskyS's most recent activity I see is from Jan 2018.

active also includes the last time the person logged in on drupal.org.
We need to consider that because in the past there have been maintainers who removed the maintainers we added because they considered themselves active in someway and complained they were not contacted. Sorry for the delay on this guys. I've gone ahead and added u/wells as maintainer. Thank you for your contributions.
