It looks like this refactor to handlers didn't implement the repair_301 LinkStatusHandler
The original code was here #2993587: Provide a link checker service → was committed but unfinished.
Configure the "Update permanently moved links" to 1 failed, and set the checker to 1 day.
Try this locally and the Repair301 handler class never gets called (except for tests)
Try to suss out where the handler should execute and rewrite the feature either from the parent issue original code or D7 for reference.

@joelpittet I did reproduce this issue on 2.0.x branch and this one should be fixed within https://www.drupal.org/project/linkchecker/issues/3247797 🐛 Object of class Drupal\user\Entity\User could not be converted to string Needs work .
So it's not being triggered because of a fatal error that should be fixed within the 3247797 issue.
