Update drupal/config_update from 1.7 to 2.0.0-alpha3

This was released in 11.11.0.

It unfortunately included a hidden PHP 8.1 requirement in the info.yml file, which isn't used in the composer facade of Drupal https://www.drupal.org/project/project_composer/issues/3352513#comment-1... ✨ Composer facade should acknowledge php key from info.yml Closed: duplicate so we didn't notice this until now where our update hooks are not running.

We're going to loosen the dependency for 11.11.x in a new version. `^1.7 || 2.0.0-alpha3` so people can determine which version they want to use.

1.7 does not need PHP 8.0
2.0.0-alpha3 needs php 8.1
