Secondary Toolbar is not sticky with Horizontal, Modern Toolbar

Problem/Motivation

The secondary toolbar is not sticky when navigation is set to Horizontal, Modern Toolbar. This makes it difficult to access the toolbar when using layout builder or editing a page.

Steps to reproduce

Update Gin setting to set Navigation to "Horizontal, Modern Toolbar"
Go to any page where the secondary toolbar appears and scroll down
The secondary toolbar does not stick to the top of the page.

Proposed resolution

Ensure the secondary toolbar is sticky below the primary toolbar.
