Form API Url element validates only against the absolute Urls

Problem/Motivation

When using the Url Form API element in a custom form, only absolute Urls are allowed - the 2nd parameter of the UrlHelper::isValid() is hardcoded to TRUE

Proposed resolution

Wouldn't it make more sense to pass this parameter to the #element_validate callback? As a new element property for example
