Filter plugin type is wrong, which causes CKEditor 5 to complain

It should be noted that I'm not sure if this module is even necessary when using CKEditor 5. I tried without, and external links using target="_blank" still were given rel="noopener noreferrer".

https://git.drupalcode.org/project/noopener_filter/-/blob/8.x-2.x/src/Pl... declares itself as Drupal\filter\Plugin\FilterInterface::TYPE_HTML_RESTRICTOR, which is wrong.

It should be \Drupal\filter\Plugin\FilterInterface::TYPE_TRANSFORM_IRREVERSIBLE.
