Block entity config save doesn't work for new certain domain

Steps to reproduce

Configure several domains

Go to /admin/config/domain/config-ui

Add /admin/structure/block/manage/* to the ENABLED CONFIGURATION FORMS

Go to /admin/structure/block and edit any block

Change the Block title for some domain and save it

Check that setting is working

Back to edit of the same block and change the title for the same domain

Expected: block title must be update

Actual: we still have an old (first) value

Block plugin entity form uses two submit functions:
::submitForm
::save

Both of them saved the config (but I didn't figure out why).
This causes an incorrect saving because of the moduleOverrides config variable. We can easy fix it by updating the moduleOverrides before saving.
