I saw this randomly failing on couple issues this weekend. Not sure what's causing that but seems like this is just applying the fix from #3211992: TestSiteApplicationTest::testInstallWithNonExistingFile() fails when another test creates database tables during the test run → to other test methods in the same class which seems fine.
Committed a8e9781 and pushed to 11.x. Thanks!
