Improve Authored On description

Add a clear proposed solution and adding the Novice tag.

When looking at the "The time that" in the code base, I realised it is present in many other entity types (comment, media, term, user) and more situation (created, last edited, last access the site, last logged in, ...). For some of these it may not be important as the fields are not exposed and the description is only used to give context in the database fields.

Changed the description to "The date and time that the content was created."

@_utsavsharma this was tagged novice for new users to get involved. Based on your posts, 1000+, you could work on non novice issues. Thanks.
