Remove jQuery dependency from the once feature

Here is a patch taking v2 as an exemple.

This issue is already fixed on 2.0.x Branch.
But Branch 8.x-1.x also supports Drupal 10 release, So if anyone uses this branch for Drupal 10. It will throw an error.
The patch works well. We can merge if needed on 8.x-1.x

Yeah sure, I don't see any reason why we wouldn't backport this to the 8.x branch.
