Set "replace" vs islandora/cca_rights

Switching to "replace" based on -

I think the wildcard is correct in this circumstance, despite the warnings on the StackOverflow answer. You control the old repo, and intend this to replace all future versions. I think :)

Should we set both conflict and replace perhaps?
