Add image hotspot widget instead of formatter

Problem/Motivation

We are building a headless Drupal application, where we would like to use image hotspots for our front end application. Since we scrapped the entire front end from our Drupal site, we are not able to use the formatter and are in need of a widget to use the image hotspots module.
