I looked into the configuration in Configuration Translation, but I don't see it at Home > Administration > Configuration > Region and Language.
Could you please correct me if I'm looking at something else?

You need to check: admin/config/regional/config-translation
For this config translation modules must be enabled.
You will not find cas settings there, if you apply changes from MR, cas settings will be available for translation - Status changed to RTBC

Hi LOBsTerr,
I reviewed MR!25, applied it against CAS 2.1.0, and confirmed Cas setting is now translatable.
I added screenshots for reference.
