README.md is not copied correctly when using Starterkit

Problem/Motivation

When using the starterkit command:
php ./core/scripts/drupal generate-theme [theme_name] --starterkit=lightship
The script generates a "generic" README.md file that does not contain the detailed instructions included with the contrib `lightship` theme.

Steps to reproduce

Run:
php ./core/scripts/drupal generate-theme [theme_name] --starterkit=lightship

Look at the generated README.md file in the newly created theme.

This looks like the intended behavior from generating starterkit themes: https://www.drupal.org/project/drupal/issues/3302654 →

It makes sense to include the LightShip readme, but I'm not sure what options we have other than renaming it to something like README.txt so it's included along with the README.md generated by starterkit.

@hipp2bsquare, do you have any ideas for this?
