Errors in the browser console:
- Refused to apply style from 'https://your-domain.com/user/3/edit' because its MIME type ('text/html') is not a supported stylesheet MIME type, and strict MIME checking is enabled.

Temporary workaround.
Go to the performance setting page (/admin/config/development/performance) and unticked following box,
- Aggregate CSS files
- Aggregate JavaScript files
After clear the cache and hard reload the user edit page, this css and JS will be loaded correctly.

Was able to reproduce the problem. Can confirm the issue fork fixes the problem.
