Create Fast 404 8.x-3.1 release due to fatal error

Problem/Motivation

There is a fatal error that was introduced in 8.x-3.0 that has been fixed here:

🐛 Fatal error : Class Fast404 not found Fixed

so we need to get a new release out ASAP.

Create a 8.x-3.1 release.

  2. Create release in UI
  3. Add release notes
  4. Update and/or close out related issues
