Sending SMS to new users should be configurable

Problem/Motivation

twilio_register_submit sends confirmation messages to new users.
This should only happen if the site builder has configured Twilio to do so.
Not all sites that use Twilio want to send SMS when creating new users.

Steps to reproduce

1. Enable Twilio module
2. Add a new user

Proposed resolution

1. Add a config item to select whether SMS is sent to new users
2. Update twilio_register_submit to check the value of this config item
