"Show arrows" option displays arrows regardless of the setting

Problem/Motivation

As per title, the arrows always appear regardless of the settings.
The reason is that the twig template doesn't have any condition.

Steps to reproduce

- Untick "Show arrow" on either the view or the formatter
- See the arrows

Proposed resolution

Pass the boolean option to the template and use it in a condition.
