Quant sitemap option shows up when simple_sitemap isn't installed

Problem/Motivation

You can enable the quant_sitemap module without simple_sitemap and then the sitemap seed option shows up but doesn't do anything.

Steps to reproduce

  1. Install Drupal with minimal profile
  2. Install and configure quant and quant_api
  3. Choose Sitemaps seed option
  4. Run seed
  5. Result: No sitemaps are seeded since there aren't any that can be
  6. Expected result: Option isn't shown

Proposed resolution

The quant_sitemap module should have a dependency on simple_sitemap.

Remaining tasks

  1. Update code
  2. Review and test
  3. Commit :)

User interface changes

The code>Sitemaps option won't show up on the Seed tab if the simple_sitemap or quant_sitemap modules aren't installed.
