No user updated notifications sent

Problem/Motivation

Just tested the module and all events in a client project. Create and delete mails were sent as expected, but no "User updated" emails.
I had no roles checked ("If no roles are selected, the notification is sent for any updated user, despite his role(s).") and think the configuration was correct.

As no test fails, a test seems to be missing or not complete enough.

Needs tests
The change is currently missing an automated test that fails when run with the original code, and succeeds when the bug has been fixed.

Sorry, works! You actually have to change something in the user profile. Otherwise it's not being triggered.
