EventDispatcher::dispatch() argument order changed 9.1

here the patch to easily use with cweagans/composer-patches

Patch at #3 not applying for 1.x-dev.

Ran into this error after upgrading to Drupal 10.

#5 on dev fixed it. We should get this pushed.
