[META] Add setting for scroll behavior (position, treshold, delay)

Problem/Motivation

There are several issues about further scroll behavior settings, so we should try to solve them all, by providing settings for the different needs. See the related issues for details.

There should be a setting for "Scroll to position":

• Do not scroll
• Scroll to the top of the view
• Scroll to the new items
• Scroll to the top of the page ✨ Scroll page to new elements inserted after click. Active

And there should be settings for scroll threshold and delay: ✨ Allow setting scroll threshold and delay Needs review

I think it might be a good idea to add and test them in a combined MR here. Until that, it's also fine to first develop in separate issues.
Of course it needs tests to ensure it works as expected.
