Hierarchical Select only work for editor and admin, not for authenticated users

Just uninstall all of distribute modules, and most core modules, the problem is still the same.

Now can eliminate the modules mess with SHS call.

Problem of Drupal 9.5 module (shs) 2.0.0-rc4 Hierarchical Select only work for editor and admin, not for authenticated users.

I read on the forum the strange behavior of the SHS module which works well as administrator but once connected as an authenticated user it no longer works at all.

So I applied this solution and it works strangely! When I select a vocabulary for example Car it immediately displays the ID and Revision ID; who is 237.
When I select a model for example Toyota it also displays the ID and Revision ID; which is 238.

I find this strange because as an Administrator everything is going well. I'm working on Drupal 9.5.

Has anyone encountered this oddity before?
