Language overriding not working when using default language

Steps to reproduce

- Create overriding config file for a language, such as domain.config.www_energieakkoordmaastricht_nl.language.entity.de.yml
- Set it's status to locked and import
- Open the website in the default language, which is set to not have a URL prefix (default behavior)
- The locked language should not be visible in the language switcher, but it is.

The issue is coming from the static caching in the language manager before the config overrider can provide new values. If the language negotiator changes the language (even if the default language is using prefix) the static cache is cleared.
