Make phpinfo on the admin status report configurable [D9]

Here's the real reroll the previous one was that in D10 issue.

Discussed this with @xjm at Drupal Dev Days.

Since the release of Drupal 10.1.0, Drupal 9 only receives security fixes. While this is security related it is not hardening or fixing a security issue and therefore this will not be backported to Drupal 9 - you are still free to patch this into core if you need this functionality. I also recommend upgrading to Drupal 10 soon as Drupal 9 will be end of life in November.

Some patches if people need them for backporting the configuration, or just restoring the previous behavior of showing everything if needed for debugging.
