Great suggestion. I can't remember off the top of my head, but I assume it was needed in some early 8.x version because the permission was not like that. Can you verify this works in the latest 8.x ad well as in 9.x and 10.x?

The access check in the user creation route has been updated in version 8.7.x ( issue → ) (_permission: 'administer users' has been replaced with _entity_create_access: 'user')
Need to update minimum supported kernel version 8.7

Also passing tests confirms that it works on versions 9.5 and 10
