Reviewed MR!1, the patch is not cleanly applied.

1. The Project name should be followed by "## Table of contents".
2. The "Table of contents" is written in the wrong format.
3. [Project page] and [issue queue] should be used in place of [Docusign Signature] and [Issue Tracker], respectively.
4. Replace "## Introduction" with the project name.
5. In the Maintainers section, it is not necessary to specify with text i.e "Current maintainers".
