[PLAN] Project update bot: road to Drupal 11

The hardest part will be improving drupal-rector. I did some initial investigation, which was hard to do without 📌 Implement utility method for invoking backward compatible code Fixed in Drupal core. I'm estimating it'd take about one working week to figure it out.

I will implement the deprecation scope extension once PHPStan 11 is released. I've opened https://github.com/mglaman/phpstan-drupal/issues/585 alongside https://github.com/mglaman/phpstan-drupal/issues/461. I can start on them before PHPStan 11 is released in a feature branch.

Updated IS:

1. The deprecated scope resolving has been added to PHPStan in 1.10.x which is great, this unblocks a lot.
2. 📌 Implement utility method for invoking backward compatible code Fixed is RTBC, this is also needed and will define that scope.

This means we can start work on BC compatible fixes soon.

1. PAT tokens have been released in GitLab. This will enable the issue bot to interact with the API which will make using MR's for patches releastic.
