Improve CKEditor 5 baloon accessibility

The advanced group is not keyboard focusable so it cannot be opened by people not using a mouse.
Fields in the baloon have an inconsistent taborder.

Ensure advanced group is keyboard focusable and that elements position and taborder remain consistent
